He has graduated with a diploma from the Faculty of Physics and Mathematics of the University of Latvia in 1986; in 1993 he obtained M.Sc. degree in physics. In 1998, he obtained a doctoral science degree in engineering sciences (Promotion Council of the Institute of Physical Energetics, Latvian Academy of Sciences).

He is author or co-author of 80+ scientific publications of different type, of which 55 publications are in English, 29 are indexed in Scopus and/or Web of Science Core Collection. He has been involved in various applied science projects in the area of energy sector development. The main areas of research are energy resource governance in complex energy demand-supply systems, assessment of energy efficiency and renewable energy resource policies and measures, research on integrated energy-air quality-GHG emission reduction, research on building public acceptance for renewable energy projects.

Since 2008 participates in the EU-wide ODYSSEE-MURE network aimed to monitor the energy efficiency trends and assess the relevant measures in EU and particular member states and thus is the responsible expert for regular update of Latvia’s energy efficiency measures sub-database within the EU-wide date base MUREII. Since 1999, he is also the associated professor at University of Latvia, currently – at Faculty of Science and Technology, where he delivers lecture courses of energy sector’s technical infrastructure planning, energy-environment interaction, climate change mitigation governance.  Supervised more than 60 master’s theses.
