Dr.sc.ing. Gaidis Klāvs has been heading the research laboratory “Energy research Center” since 2025. Doctor degree obtained in 1997 by defending PhD thesis “Application of simulation and optimization models for analysis of energy system development scenarios”.

Research topics include energy and climate policy assessment, the renewable energy and energy efficiency policy studies and assessment tools development, energy and environment system analysis and modelling, energy demand modelling, GHG and air pollution projection modelling for energy sector.

2010-2014 he led the project “Integrated planning of Latvian Energy system and consumption Development in compliance with environmental and Economic conditions” of the national Research Programme in the field of Energy “innovative technologies for the extraction and use of Energy resources and Providing of low carbon emissions with renewable Energy resources, support measures for limiting environmental and Climate degradation”.

2014 – 2017 he led the project “Development of tools and assessment of energy and climate policy impact” of the national Research Programme in the field of Energy “Energy efficient and low-carbon solutions for a secure, sustainable and climate variability reducing energy supply” and the project “Impact Assessment of Latvia Economic Sectors with a Focus on GHG Emissions” of the national Research Programme in the field of Environment “The value and dynamic of Latvia’s ecosystems under changing climate”.

Since 1998 experience in managing and implementation of more than 15 international and more than 20 Latvian research projects, including ongoing EU LIFE project “ODYSSEE-MURE – EED” (dedicated to development of tools for energy efficiency monitoring) and project MESVA: “Methods, tools and techniques for smart development of energy system” (dedicated to the development of models and methods for energy system analyses).

Total number of published research articles more than 35, including 19 publications in the SCOPUS database.

Member of the editorial board of the Latvian Journal of Physics and Technical Sciences.
